Geo Targetly's location builder tool allows you to add inclusion and exclusion rules for each country, state, city, continent/region, browser language, radius zone or IP address entered.

These rules allow you to easily include or exclude a particular location in your location segment.

For example, you can target all visitors in the country of United States outside the state of California by including the country United States and excluding the state of California.

Every location rule type supports inclusion and exclusion. When adding a rule, set it to Equal to to include visitors matching that location, or Not equal to to exclude them. This applies to all rule types: country, state/region, city, continent/region, browser language, latitude-longitude radius zone, IP address, and IP address range.
