The geo popup service allows you to show popups on your website based on a visitor's geolocation. You can consult a step by step guide with screenshots here on how to set it up: http://help.geotargetly.com/en/articles/2147918-geo-popup-quick-start-guide

You can deliver different popups based their country, state/region, city, latitude-longitude-radius zone and IP address.

Popups can contain custom HTML content which can include rich text, images, videos, links or any HTML content.

You can also set the width and height of the popup, background color, background image and choose to show the popup on desktop/mobile or both.

A cookie option is available with a customized time frame so that visitors don't see the popup on every page refresh within the time frame.

You can create multiple location segment - popup rules so visitors from different locations can see different popups.
