Targets are the number of pageviews that have matched a location rule.

In other words, it is the number of geo personalized pageviews.

Targets exclude the 'All other locations' pageviews where the 'All other locations' pageviews are those that have not matched any location rule.

Pageviews = Targets + All other locations page views
